In the Sino-British Joint Declaration of 1984 and the city’s Basic Law, China promised Hong Kong “a high degree of autonomy.” Hong Kong’s “capitalist system and way of life” were supposed to continue for 50 years after the handover, until 2047. The Basic Law guarantees Hong Kong citizens fundamental freedoms and protections under international law. And Article 45 of the Basic Law says the “ultimate aim is the selection of the Chief Executive by universal suffrage” after nomination by a “broadly representative” nominating committee. But recent events have caused critics to question whether Beijing has backtracked on its pledges, whether Hong Kong citizens’ freedoms are being eroded and if autonomy really still exists. Legislative Council Member Regina Ip will discuss whether she believes China has kept its promises to Hong Kong, and her view of the future of the Special Administrative Region. The Hon. Mrs. Regina Ip is a First Class Honor graduate in English of the University of Hong Kong in 1972. She subsequently obtained three master degrees: Master of Letters in Renaissance Poetry at the University of Glasgow; Sloan Management Program at Stanford University, and more recently a Master of Art in East Asian Studies at Stanford University. She joined the Hong Kong Government in 1975, rising to the position of Secretary for Security before resigning in 2003. She established a think tank, Savantas Policy Institute, in July 2006. She was elected as Member of the Fourth Legislative Council (LegCo) in September 2008 and was re-elected in 2012 and 2016. She founded the New People’s Party (NPP) in 2011, and was appointed as Non-Official Member of the Executive Council (ExCo) in 2012. She established the “Maritime Silk Road Society” (MSRS) in September 2015. In December 2016, Mrs. Ip resigned from the Executive Council. She ran in both 2012 and 2017 Chief Executive elections.
