Finding a balance between the right to privacy and other social and economic rights is tricky, as highlighted by the raging debate over a proposal to redact directors’ residential addresses and identity numbers from public company searches. Commissioner Allan CHIANG will explain how public interests can be protected through the use of exemptions under the Personal Data (Privacy) Ordinance and how those exemptions were applied in cases he dealt with in the past.
Since he assumed office as the Privacy Commissioner in 2010, Mr. CHIANG has successfully tackled a number of important and high profile privacy cases in Hong Kong, especially in the area of corporate data usage. He also assisted the government in a major overhaul of the data protection legislation, which culminated in the enactment of the Personal Data (Privacy)(Amendment) Ordinance in June 2012.
